Land Ownership Recognition Resolution (LORR)
PDR America is proud to introduce the Land Ownership Recognition Resolution (LORR), a model resolution that gives state governments a voice to claim their constitutional right of ownership over the lands and other natural resources in their respective states. The resolution was primarily authored by PDR President Trevor Shaw.
LORR urges the federal government to enact legislation, regulations, and policies that mitigate and ultimately resolve the overwhelming disparity in federal land jurisdiction. The disparity is between Eastern and Western federal land holdings.
Approximately 92 percent of all land jurisdiction in the United States claimed by the Federal government is concentrated in 12 Western states. On average about 50 percent of acreage within the borders of our western states is controlled by the federal government. The remaining 38 states combined have 4.2 percent of their lands owned by the Federal government.

The first version of LORR, specifically tailored for the State of Alaska, was introduced by Alaska State Representative David Eastman on May 17, 2017; that legislation, House Joint Resolution 25, can be viewed below.
